No. Article 10(2) of Regulation 561/2006 requires instruction and regular checks, but not a letter, debrief or driver signature. A dated, signed debrief helps document both; the signature is not an admission.
Yes. Driver debriefs and the Companion app are included in the Business plan. Drivers open Companion in their phone browser from the invitation link and see only their own data. It is separate from the paid TachoAssist Driver app.
